Kabir Dhar

A member of the Banu Haqim, Kabir serves as Albany's Scourge.  As a part of his responsibilities, he is authorized to execute thin-bloods, unauthorized childer and trespassers in the domain of Albany.  One of Kabir's men bested Marsh and Rain and took them captive, and Kabir suggested that Marsh be the one to commit diablerie and send Marlena to Final Death as a condition of releasing them.
