Sitting opposite an auto-repair shop in NOWY NADIR, Cicero isn't exactly a 5 star hotel. However, this is a fairly busy hotel, with both short-term and and some more permanent residents; people down on their luck looking for shelter on the cheap.
Cicero's rickety fire-escapes, stained linoleum and peeling paintwork are proof that time has left this hotel behind. You're sure that the claim of "Weekly & Daily Rates" plastered on the wall also includes hourly rates. When it comes to service, it seems that you get what you pay for. The clerk, sat behind a disorganised and dusty desk, really isn't interested in up-selling the place. He tries his best to ignore anyone entering the poorly-lit foyer and remains focused on whatever sport he's watching on a small TV sat on the desk; there's not even a pretence that he's working.The sees his job as being more security than hospitality. He sees off nuisance vagrants and calls the cops on problem tenants; you can do pretty much whatever you want in your room but those who fight too loudly can disturb him from his ballgame.
