Ghouls are seen in the thousands, feeding on the dead and dying. A cure is concocted.

The plague is still in full effect, between the werewolf onslaught, Vestan raids, and plague, Vedania is a dwindling country. Its people starve. Ghouls are seen moving around mass graves of plague victims. Thousands roam the countryside at night, feeding as they go. The Inquisition goes into full alert. The Inquisition hunts down all ghouls in the country, nearly to the complete point of extinction. The Inquisition secretly creates and deposits a cure into all water supplies.
