Manuel is the nickname for the Bioroid sentience that works dispatch and call center for the Esmeraldas NAPD. Because the systems are not operated on manual, they are still manned-well by Manuel. The former Chief loved the joke. Most officers roll their eyes and continue to use it out of respect.
