Toureau: Travel Checkbook
Purpose
After the Tuhran Wars, Keyrit and Wlitowa used what was left of their military to occupy their newfound holdings and explore the world around them. They had been isolated and occupied with their own affairs for so long that they did not possess enough geographic information to fill the global power vacuum they had created. What's worse, the explorers that they sent had no qualifications. Many couldn't read or write; even if they could, it would be a hassle to compile all the exploratory documents all at one. To solve this issue, the Keyrit administration made a streamlined process in the form of a toureau, a checklist to be filled out either on the journey or during the debriefing. Wlitowa with its significantly higher illiteracy rate needed the toureaus much more desperately and so worked with Keyrit to obtain some for their own expeditions. Wlitowa didn't enforce usage of the toureau, if only because it was already so heavily relied upon.

The toureau was a small booklet, each page of which would highlight one aspect of geography: flora, fauna, weather, flatness of terrain, etc. Pictures on the pages reflected the broad spectrum that each page represented, and beside each of them would be a checkbox. Explorers were instructed to select as many checkboxes as they believed matched the destination to which they traveled. For example, the page representing fauna had large carnivores, large herbivores, small creatures, and insects of note. Retrougo lacked most species of insects but thrived with mammals of any size, so the first three respective checkboxes would be marked. At the back of each touraeu would be a number of blank pages upon which the explorers could leave commentary. As the toureaus were submitted, analysts at the capital would prioritize new lands that were fit for colonization based on the characteristics and commentary that they received.
