Dragonborn Births

Dragonborn are not a discreet race, but rather are magical mutations of dragons. In any given dragon clutch, there's a chance that each egg may hatch humanoid (albeit still with a tail and vestigial wings).
Upon birth, these Dragonborn are given to a nearby human settlement to be raised there, for a dragon knows not how to raise a Dragonborn.
Unfortunately, neither do most humans. This has led to several Dragonborn enclaves which seek out and travel to adopt new hatchlings they receive word of. Because these mutations cannot produce young of their own, they are usually quite happy to become "parents," and the application list to adopt is quite long.
