Levels of the Air Caravansary

The level at which the various islands of the Air Caravansary reside is directly related to the status of the island. The higher the island is in the Caravansary, the more prestigious. This leads to the lower, less popular islands regularly being covered in the shadows of the islands above.
It is very rare for islands to change their level, and can only do so by the appointment of the King of the Air Caravansary .
