The Starbase of Interplanetary Union

The Starbase of Interplanetary Union or The SIU for short is where most if not all political matters involving multiple planets are settled.   Space is a lawless void between worlds and while there are attempts to segment the areas of space into planetary territory, most of these claims to territory have gone poorly, often resulting in interplanetary conflict. The Humans, noticing how these attempts to divide space were also dividing civilizations, made their first mark on galactic history by serving as an interplanetary mediator to keep the peace. This constant mediation made a lot of people unhappy, as it put a lot of responsibility on humanity's shoulders and seemed a rather suspicious jump to power by other leaders.   Since no one was happy with the current system, the different species that had access to space travel at the time (Humans, Vifurans, and Nixians) came together and decided to build a Megastructure to make settling political disputes between planets much easier. And thus, The Starbase of Interplanetary Union was created.   As more sapient species gained access to space travel, the Starbase began to see more use as more ideas clashed and situations became more complex. Originally, The SIU was simply a setting for peaceful negotiations to take place between the first three space-faring races. However, as more species were added to the mix, this way of negotiation became tedious and often failed as more unique ideas and mindsets were presented and clashed with each other. To make things fair and to keep the peace between planets, this system had to be reworked.   In order to make a new working system, a new governmental order was established specifically for interplanetary situations called The Seats of Power. The Seats of Power were literal Seats inside of The SIU reserved for political leaders of planets that either remained neutral or were entirely uninvolved in the situation. The jobs of the people who occupied these seats were to observe and provide insight and solutions to the current situation as the planets involved tried to come to an agreement. Once an agreement would be made, The Seats of Power would then add or take away additional rules to ensure the agreement was fair. If an involved planet did not agree with the settlement with the adjusted rules, the negotiation process would begin once again and repeat until all involved parties agreed with the new settlement.   So far, this system has worked to maintain peace on a political scale. However, it has not stopped planets from more personal squabbles that are not big enough to be brought to The SIU.

Its interesting to see that the mission for peace had to change the structure on how the mediations worked constantly, as it came across new cultures and species. I think your description of the history on this seat of power is well thought out.   I wonder how the starbase is defended? Would anyone want to do harm to it?

Thank you for the feedback!   To answer your questions, I would have to say The SIU is probably defended by military volunteers or perhaps a militia or Freelance Physical Workers looking for a more permanent job. As for anyone that would want to do harm to it, you can always point fingers at the Cult of Mhiri. Aside from them, I think it would depend on the current political climate! Like, say if things got bad and a planet had no choice but to agree on less than favorable terms, a long-term result could be someone native to the planet looking to abolish The SIU's system!
