Wage taxes monthly taxes for humans: 25% of the money earned that month monthly taxes for elves and dwarfs: 35% of the money earned that month monthly taxes for other races: 45% of the money earned that month   shop taxes outer-city shops: 40% of profits, 50% if the shop is run by a non-human inner-city shops: 20% of profits   citizenship taxes humans: 5 silver per month elves and dwarves: 7 silver per month other non-humans: 10 silver per month   Inner city citizenship taxes Regular citizens: 1GP per month Nobles: 5SP per month Districts the city is divided into 2 parts; the outer city, where the poor and non-human live, and the inner city where the rich and nobility live. non-humans are denied access to the inner city and entering the inner city without a proper permit is punishable by 40 years in prison, or 80 if you are a non-human or tried to enter the inner city with a weapon.   In the outer city, there is the commercial district, which mainly sells food and other basic nessesities.   There is also the residential district, which is filled with poorly constructed houses and is littered with piss and shit. The smell in the Osleahull residential district is bad enough to make anyone who grew up in the inner city puke instantly.   Passes to enter the inner city, you need one of 5 passes; A worker's pass, an inner-city pass, a Merchant pass, a high-class Citizen pass, or a high-class visitor pass.   The worker's pass is made out of wood and allows somebody who lives in the outer city to enter the inner city for a set duration, and requires a stamp from the employer. This duration is typically 2 hours after the work day ends. Failure to leave the city before this time is grounds for 5 years in prison. A weapon cannot be brought into the inner city using this pass, unless there is another stamp from the general. This stamp is only given to soldiers. A weapon can also be brought into the city using this pass if there is a stamp from the adventurer's guild.   the inner city pass is made out of wood and requires a royal stamp. if the pass is forged, you receive 15 years in prison, 20 if you're a non-human. The inner city pass is the only one that is legally purchasable, for only 5 SP. The inner city pass allows you to stay in the inner city for 1, predetermined, day. You are permitted to stay in the inner city with this pass from 12 AM to 12 AM of the next day. Any later is grounds for a 2GP fine.   The adventurer's pass is made out of silver and requires a royal stamp. It allows the holder to enter the inner city with armour and weapons.   The merchant pass is made out of metal and requires a royal stamp. If the pass is forged, you can receive 40 years in prison, 50 if you're a non-human. Unless you are registered with a weapon-maker's guild, you are not allowed to bring weapons into the city with this pass. To enter the city with a weapon using the merchant's pass, you need another stamp on your pass from your guild-master. It is only legal to give this stamp if the receiver has been in the guild for more than 3 years, and is older than 35. This stamp is only available to guild masters of merchant guilds that sell weapons. Forging a merchant's pass with the weapon merchant stamp is grounds for punishment by torture, as it means you tried to illegally enter the inner city with a weapon.   The high-class citizen pass is made out of gold and requires a royal stamp. A high-class citizen pass is only given to people who live inside the inner city. The pass can only expire if the owner stops living in the inner city. A high-class citizen pass allows the holder to bring a weapon into the inner city, regardless of occupation, and requires a stamp from the Duke. If somebody tries to enter the inner city with a forged high-class citizen pass, they will have 80 years in jail, or 2 years of tourture, then death if they are a non-human. Alternatively, if a weapon is also found while entering the inner city with a forged high-class citizen pass, you will get 2 years of tourture, then death, or if you're a non-human, 2 years of brutal tourture, then being buried alive in a guarded graveyard.   The high-class visitor pass is made out of gold and requires a stamp from the duke. A high-class visitor pass is given to visitors of Osleahull who are of high standing. A high-class visitor pass also allows for up to 5 armed guards to accompany the holder. The punishment for forging a high-class visitor pass is 70 years in jail, or 2 years of tourture, then death if you aren't human.   The city guard   the city guard is what protects the city from crime and bandit raids. However, the city guard is known to accept bribes and be extremely racist against non-humans. oftentimes, the city guard will beat a non-human to near-death for petty theft, even a child.   Slaves   if somebody is unable to pay their taxes, then they become a slave. Slaves are forced to wear a magic item called "the slave's collar" which is easily created and is impossible to take off without a 5th level or higher dispel magic. the collar has no benefits other than the fact that it makes it easy to differentiate between a citizen and a slave. an orphaned child who is not adopted within 10 weeks of becoming orphaned (6 weeks for non-humans) becomes a slave, unless that child is of noble birth, in which case it is under adoption until another noble family takes them in or they turn 15, in which case they inherit all of their parents' possessions (and children if their parents had others)

Defences

a wall that defends the inner parts of the city from attack. this only includes the middle class and high class areas of the city, and are restricted to merchants, rich people, and nobility. non-humans are not allowed in this part of the city, regardless of class, wealth, or occupation. there are also many guards working through the city, most of them stationed in the walled-in parts of the city and in the commercial area of the poor zone

Industry & Trade

most people in the outer city are farmers who work for the Gilbert company, which buys crops from farmers and sells it in the inner city, because trade is forbidden in the outer city. farmers who enter a contract with the Gilbert company are forced to sell at least 75% of their crops to the Gilbert company, and for 30% less than the market value. the uneducated citizens of the outer city are none the wiser to how much they're losing. even if they knew, there is nothing they can do about it. in the inner city, people make high-quality, expensive items for a living. such as paper and books, or using metal and gems to make jewellery. merchants are given the right to live in the inner city regardless of class so long as they are human and have some way to pay for lodging, typically from the company they work for.   in Osleahull, it is illegal for a commoner or non-human to set up a shop anywhere in the city. instead, they sell their items to the Gilbert company, who has a near-monopoly on the agriculture trade in Osleahull. they also sell tools.

Assets

The magic academy is within the inner parts of the city. The Osleahull adventurers guild has a guild center in both the inner and outer city. higher-paying jobs are posted in the inner city guild center. The Gilbert company main headquarters are in the inner city, and have a near monopoly on crops in osleahull and the neighboring villages.

Guilds and Factions

The gilbert company is the largest company in the entire nation. it buys crops from poor farmers for cheap and sells them for higher in the markets of big cities. its main headquarters are in Osleahull. The Osleahull adventurer's guild posts job requests given by citizens. the adventurer's guild decides what the job giver will need to pay based on the difficulty of the quest. there is a 10% increase in quest costs for non-humans, with all the extra reward money going to the guild.
