Emerald Monkeys

The Emerald Monkeys are a gang who operate all organized crime in the town. They do so as a form of protecting the inhabitants from the chaos of being a trade town in a dangerous locale. They run a bakery as a front for the gang. There isn't any organized crime that happens in the town that doesn't happen on their watch, and if any illicit criminal activity does occur then the Emerald Monkeys send their Racketeers to collect their fair share.
Members of the Emerald Monkeys who are granted a members' badge have access to purchasing bakery items at a cheap cost, shady items from them at a cheap cost, and info from their spy network up to a certain security clearance. Some things are top secret or were paid by a client to be kept secret. Members are also eligible to be paid to take on jobs for the Emerald Monkeys. The jobs are usually from clients who hire them to steal a specific object from a specific person. Usually the Monkeys promise not to steal anything else from the victim so as to not raise suspicion, but theft from non-targets while on a job is ok.

Structure

The departments of the gang includes the Racketeers, Thieves Guild, Spy Network, Drug Cartel, & Prostitution Ring. The only thing they don't do is assassinations, and if they can help it they try not to murder people while on jobs because they like to keep a low profile & usually operate in open daylight.
They all report to the Council of Felons, an elite group of members, whose exact number is unknown.
The Council reports to the Grand Master, a mysterious authority figure who never shows his face but occasionally makes speeches at gang gatherings. Only the Council can speak directly to the Grand Master.

To protect the people of Guernica from outsiders, to control organized crime for profit & safety of the inhabitants, and gather intel on every person living in or passing through the town.
