Council of Constellations (Iulcusco Quonsa)
The Council of Constellations is the uppermost ring of the civil government of Tondo Talestro in the Shattered Isles. Each member is called an iulcuscospe--roughly translated to stellator--and is the bridge between the seven Prime Arcanists and the stellators' respective domains.
There are 31 stellators in total, and while any stellator can work with any Prime Arcanist, each stellator's domain falls under one of the Prime Arcanist's city district. These domains range from City Resource Coordinator, who organizes the planting and harvesting of crops outside the city and their import to the city proper, to Master Archivist of the Firtscottru Stri Necio, whose ward is nothing short of the repository of all Tondo Talestro's written knowledge, to Keeper of the City Registry, who oversees the fair and quick distribution of housing, as well as the postal system.
Being a stellator is a position of honor, but not one of glory or ease--each stellator bears a constant burden on their shoulders for ensuring that any challenges in their domain (a bad harvest, a shortage of scribes, a misplaced set of addresses) are immediately communicated to the Prime Arcanists. Stellators are not dictators of their responsibilities; they are bridges between the people they serve and the resources they need to serve them. They work together, with their fellow stellators as well as the Prime Arcanists, to ensure that needs are met and problems are quickly addressed.
One of the more popular stellators is Óhúlial Lethóstras, the master of the city's translocation network and the head of the discipline of telemancy. With his colleagues and students, Ohulial repaired and expanded the intradistrict and cross-neighborhood teleportation stations after the Redistribution. He is responsible for the maintenance and improvement of that network, as well as overseeing graduates and new students for his discipline.
