even criminals follow the rules

The Grey Sindicate is open to all those who act outside of the law. It organises criminal activities, but also sets off-limits places that can't be targeted by them. Its members can count on information and aid from their fellow criminals. Its leaders have more than once bargained with the government, and know that as long as they will obey to the secret council, they will be let free to act.

Structure

The Gray Syndicate doesn't have a structured hierarchy, but is based on a system of common rules and mutual respect among the criminals of Vapore.The syndicate doesn't have a decisional organ, but has rather a set of common knowlege and rules shared by ts members. Despite ot having a fixed hierarchy, the syndicate is well organised: its members have secret phrases and signals, safehouses and gathering points.To gain access in the syndicate a criminal needs to gain the trust of an existing member, and learn from him. There are not official representatives of the organization, its most renown members usually talk in the syndicate name and it's fine as long as they don't go against the common opinion. When that happens, they will know with a dagger in their throat or a crossbow bolt trough their chest.

Assets

There are many safehouses and fences that act as part of the syndicate. The Caves are however the most important location linked to the organization.

It is known that the Forgers' Guild is an off-limits target for any criminal activity. The government knows about the syndicate, but doesn't intervene on the organization as long as its criminal activities don't interfere with politcs.
