Governor Richard York

A well-to-do human man who was placed in charge of the region after Leonidas conquered it. One of the longest-reigning governors. Once a leader of a criminal syndicate, he made good on his promise to stabilize the region under the new laws. He was popular among the people which helped with the removal of the old nobility. He has white hair despite only being in his early 40's.
