The City of Akhang-Ahvar is a medium-sized place, known for its annual water festival, its location as the trade hub of Zami Ramal and the warm welcome provided to all. Vizier Ghadir Jalal is the highest political authority in the city and has the final word in judgements brought before his office. Ghadir is a tall, well-presented and kind man, whose ambition extends only to seeing his city do well and survive the harsh environment that surrounds it. He has been married for 45 years to Lady Aliyah and has a son, Kurat, and a daughter, Raqesh, each having families of their own. He has been elected as Vizier for two terms of 10 years and has made a great success of the city, keeping it lawful, clean and financially successful for the last 15 years. It is said that he will retire to a villa in Hajdib to study when his term is up in a year.
Vizier Ghadir Jalal has decreed that a party must be hired to seek out the cause of the water shortage, for it cannot be natural and some force must be holding back the precious water from the rivers and wellsprings. Should the drought persist, the citizens will have no water available in 7 days, and after that, sickness and dehydration will start to take the lives of children and the elderly. This cannot be allowed to happen, the water must be restored! It is known that the source of the water was found out in the deep desert but the location has been forgotten over the decades of rich, comfortable living in the desert city.
