She wasn't so much born as made, a clone in secret of the genetic doctor stein, she one one of many. Different experiments one clone was an exact copy, one was a boy, one different skin color. some made at different times so different ages. She was to be a doll
Of all dolls she had the shortest service time, she after the solvendari Avatar was killed she was effectively retired, due to injuries sustained when the Avatar restored her Psycho pass implant while it was still inside her.
Though she was lucky unlike most dolls or even most families of the time. Her clone siblings and even mother took care of her until she passed on naturally from old age.
