Bengbou

The elevated plateau and surrounding mountains makes the environment of Bengbou unwelcoming to others. Nonetheless the native people have prospered here. They have an independent nature that sees them as an autonomous region, much to the chagrin of those at the court in Tsindao.
A large cohort of Dark Elves in the north west make up one of the only dark elf centric societies to be nomadic in nature. As to how these elves ended up here when the nearest know dark elf settlement of the cataclysm is half a continent away is still unknown.
Not well liked by their neighbours due to the weak control the central governance has over roving clans and bandits will often raid nearby provinces.
