Oligarchy, a small council of powerful individuals known as Aegis Prime govern the massive and complex city. There are five members:- Valeria Caskmantle: (Female Human)

Religions of Neverhelm
For the purposes of the religions and faiths of the city, the Council has determined which of these faiths can be worshiped and practiced, and it is only these faiths and religions that can be regularly found in the city. These religions are as follows:- Vitris, Goddess of the Sea. Many of the citizens within the city worship and make offerings to Vitris for the hopes that she will provide the necessary food for their families and pray that the goddess stay sated and never shall her wrath be enough to sink the city
- Valoris, God of Valor and Justice: The council has decided to allow worship and supports this worship of Valoris thanks to The Peacekeepers that govern and protect the city from the perspective of strict justice. It is said that these Peacekeepers are granted power from Valoris, and because of their power and skill, they are generally feared throughout the city just enough to enforce the Council's laws.
- Urasil, God of the Winding Path: Many of those that worship Urasil are scholars and researchers, and the Council has set aside this worship for these individuals. The Council allows the worship of this god because they believe that if those that serve the god within the city, Urasil will grant knowledge that can be used to enhance the overall power of the Pravalon Empire. So, it’s suggested that the worship of Urasil is merely a strategic action, rather than for the love of the god or of the knowledge of the world.

Districts
The Everlight Castle: At the very center of the city is a massive castle-like structure that is the source of rulership of the city. It is also the location of the Len Lvae, which is the giant sphere made of solid light that acts as a beacon that can be seen from miles away, and the Castle has been built surrounding one central tower where the Len Lvae is located. The tower is almost completely hollow on the inside, with the exception of the first three floors where many of the council meetings, guest halls, and so on can be found.
The Waterside Docks: This section of the city is home to the largest accumulation of waterborne ships, of which these docks are the largest and most popular on the archipelago. Because of the constant influx and outflux of so many different ships (be it trade ships, galleons, elven warships, etc), this district is one of the most diverse when it comes to the humanoids that inhabit or frequent it. There is a section of this district that is completely blocked off by an inner wall that surrounds the Pravalonian Navy’s central office and the docks that this area gives access to is protected and used only for any Pravalonian ranking officer or ship.
Slag Bazaar: Thanks to this district’s location, many visitors and locals alike who dock in the Waterside Docks generally arrive eventually into this district. Those that sell their goods have found that this is a sound strategy for placing their shops and tents. Within the Slag Bazaar, one can find all kinds of wondrous and mysterious goods, for this district has been determined by the Council to be open to anyone who wishes to display and sell goods from near and far. Some of the “lesser” guildmasters of the city set up their goods in more permanent structures in this district, as well as wandering traders, hunters of normal and exotic animals and beasts, gemstone miners, and so on that set up more temporary shops. One can also find all manner of strange and wonderful foods that can come from all the way from the Zebetian Empire or the Doredian Nation.
The Glasswater: This district is home to many rich guild masters, nobles, and any individual that has built their home to last generations. Some of the founding members of the first colonists’ homes can be found here. The streets of this district are made with a similar pattern to that of the real world ancient Roman techniques, with cobble-like patterns that allow the flow of water without causing puddling in the main thoroughfares. The structures are at least 3 stories tall, many of which have their own walled gardens and small ponds, making this district one of the richest and most “beautiful” in the city.
The North Docks: This district is one that can generally be seen from most other parts of the city, for this is where the airships dock and depart. Because of the increasingly wondrous power of Magtech, and the discoveries that have been made, airships have become more common. Thus, the council in relatively recent years decided it was time to create techniques that would allow the docking of airships without forcing them into the waters of the bay. So, They decided that, thanks to the rise in the natural land within this part of the city, large towers were built alongside this rising land. These towers are not like any normal structure, for they were built to be able to create the foundation and strength necessary to dock the airships. Because of the wide variety of airships that fly in and out of this district, the idea of an enclosed dock was out of the question. So, using a material called Zycore as a powersource, large rods of worked adamantine extend and contract to hold and “dock” the airships. Rigging has also been set up, attached to the main docking towers as a failsafe system. So, each docking tower has been built to dock one singular airship, and along with the extending Adamantine rods, extension bridges have been created to connect the towers to the resting airships. Unfortunately, most of the airship owners are either rich merchants or the Pravalonian Navy. Only rarely does an airship arrive that does not belong to either two.
Upper North Ruft: This district has been set aside for more of the residences of the city along with many Inns and Taverns. Most of those that frequent this district are either locals who cannot afford to live in the Glasswater District and travelers or explorers looking for a night’s rest. This district also lies on the highest natural point of the city, much of which can be seen when one is North of the city and looking south past the outer wall
Lower North Ruft: While the North Ruft district rests on the highest part of the city, the Lower North Ruft is a continuation of the district, but lies on the outer northern edge of the city. Many of those that live or find their way to this part of the city are generally farmers, hunters, fisherman, or any of the hard-working civilians of the city. There are also taverns that were set up for the purposes of creating a space where these hard-working individuals can find some respite from the harshness of their occupation and the dangers that lie within and without the city’s walls.
The Skimmerraid District: In recent years, this district has become extremely run-down after the events of the Crystalized Euphoria plague that tested the foundation of the city. Unfortunately, those that were less better off were hit the hardest with this plague that literally crystallized the internal organs of the infected. So, with the plague finally subsiding with the added benefit of both divine and arcane-based solutions, the district lost a decent amount of its population, and those that live there now are struggling to live with the losses. The most recent “issue” that the council is now dealing with is the creation of an underground organization that its name is only known to those involved and has its sole purpose being the destruction of the Oligarchy.
The Sal District: This district has been determined to be the farmlands and the rural regions of the city where much of the land-based food is produced and traded. Much of this region is surprisingly owned by halflings, and it is said that a lot of these halflings were native to this major island, but were forced over the course of generations to live and work for the Pravalon Empire.

History
575 years ago, the exloration of the Ashunian Archipelago by the Zebetian Empire had begun. They had discovered an impressive amount of isles, atolls, and volcanic islands all scattered across the Grey Depths and the Everfrost Sea. Within this archipelago, they had also made contact with many native tribes of Lythari Elves and, through first contact, began to map out this wonderfully, dangerous, and mysterious region. With many an incentive, The Zebetian Empire decided to settle the area, and began with Neverhelm. So, in the early stages of production, the city was founded around one singular massive tower, and at the top of this tower was a sphere of solid light that radiates continuously like the sun, always emanating out in rays of light that fluctuates but is ever shining. This kind of magic is extremely rare and was only completed by the founder of the city, Arathis Highborn, with the use of the power from the Rift of Arcanum on the main continent of Uulek’Dorr. The concept behind this tower and this sphere of light was to make sure that all who traveled the seas would know where the seat of power for the new Pravalon Empire resides. So, with this incredible feat completed, many from the Zebetian Empire came to settle in this newly found region. The city soon began to be a hotseat for all manner of explorers, militants, researchers and so forth.

The Ruby Chalice
Location: The Ruby Chalice is located on Goldenhorn Street in the Glasswater District. Description: The inn is a large half-timbered building, with several stained glass windows. Accomodations consist of several large rooms with beds and feather mattresses. An attached three-storey tower suite is reserved for noble patrons.
