This is a disc, 8 inches ( 25mm ) in diameter,made of a light, almost watery, blue energy. When thrown, a faint holographic 'tail' trails out behind it during flight. The tail is only 12 inches ( 30 cm ) long at most. It only lasts for a second after the disc flies by.

As a direct result of the accident, Jonas canmove at hypervelocity rates. When running or moving, he is a blur. Specifically when running, similar to the effect of a light disc, a faint holographic light wall or strands trail out behind him. But with his impulse speed, the light trail extends several feet behind him. The light trail only lasts for a second after he passes.

It was a dark and stormy night.
No, really. It actually was....
Jonas Deckard, working late at his job in the applied physics lab at Cyclone Technologies, was putting the finishing touches for the latest test of Cyclone's prototype "impulse drive". This was a new type of drive engine intended for use with NASA and commercial aircraft transportation.
But a freak summer storm hit Sunset City and the surrounding area with the worst heat lightning the area had seen in 20 years. It was worse for Jonas, as one of the larger lightning strikes struck the lab where he was working. The blast of the energy overloaded the building safeguards and ripped into the lab.
Electricity slammed into the prototype drive, overcharging it beyond the prototype's design parameters. Artificial crystals vaporized and the resulting explosion hurled Jonas across the lab, shattering other equipment and experiments in the process.
Exposed to a unique combination of overcharged particles and radiation, his DNA makeup was forcibly changed. It left Jonas with a four week hospital stay where he healed but also discovered he had started to develop powers.
Jonas was now linked at a generic level to energy at a quantum level. This granted him the ability to move and run at hypervelocity speeds. In addition, he was able to generate temporary disks of energy.
Keeping this to himself, Jonas at first decided to just master his powers, so not to hurt anyone accidentally. But he had no plans beyond that. Not until a fight between Tier-A heroes and a mastermind criminal with his robotic creations were tearing apart a portion of midtown.
Reacting without thinking, Jonas raced into the mess. Running at superspeed masked his identity that day, but between his speed and using his energy disks to deflect falling debris, he was able to save many lives. People that would have been hurt in the surrounding super power battle.
He also discovered use of his powers turned his skin a cobalt blue and his hair a snow white. Once the battle settled down and the A-list heroes had captured the mastermind, Jonas raced off before he could be recognized.
From that day, Jonas could not look away when he saw someone in trouble. He had the ability to make a difference. To help people. Give them hope. Something that wasn't always in good supply.
To mask his identity, Jonas crafted a suit for himself. An armored suit made from a material he invested. A 3d printable microscale that would harden at key points on the atomic scale which he fashioned into a suit to protect him while running and while helping others.

After the accident, Jonas was able to keep his job with Cyclone. This was because of a solid work record, clean bill of health, and the recommendation by his boss, Dr. Alistair Gibson.
Dr. Gibson, a brilliant inventor, is one of the top researchers for Cyclone and also one of the more eccentric. It's a 'public secret' that Jonas is the ninth in a row of research assistants for Dr. Gibson. But for unknown reasons, Dr. Gibson prefers to keep Jonas as his primary research assistant.

Cylcone Technologies is an American international corporation primarily known for its developments in propulsion drive technology and energy storage devices. In reality, those devices are a product of their Cyclone Design Systems subsidiary, rather than the primary Cyclone Technologies organization.
The corporation has five subsidiaries that encompass specialties from advanced drive technologies, energy generation and storage research, digitization technologies and more.

Cyclone Technologies was founded in 2078 by Karl De Wever as an up-and-coming tech start up by the name of Starlight Labs. It was rebranded in 2080 to Cyclone Technologies after it purchased Micro Raven Systems after the latter’s unfortunate involvement with a superhero cloning scandal.
Since 2080, Cyclone has fashioned itself as the ‘go to’ company for propulsion technology and research, including into related technologies such as energy storage. It has only been in the past five years that they have expanded through their subsidiaries into robotics, digitization technologies, and more.
Steeped in Controversy
The company is well known for its expertise in engines, energy research, and related technologies. But this almost pales when compared to the infamous, and outspoken, stance the owner and founder has on superpowered individuals, both criminal and hero.
Reasons are unclear, but Wever has been a loud opponent to any superpowered individual. He is quick to label anyone with powers a ‘menace’ and a ‘threat to society’. His support of anti-superpowered groups has long been documented fact.
His ties to such organizations are limited to donations and the occasional media appearance on their behalf. To date, any such anti-supers organization that has engaged in illegal activity has yet to be tied back to the outspoken Wever.
