Wealthy Loyalist of the Town Council of Dugang. He changed his family name to Primewater after he achieved his success and wealth.
Gellan is a well-spoken, dapper gentleman with a neatly trimmed beard and a fancy wardrobe. With his cunning instincts, he has positioned his family to become the most prominent merchants in town, but he now faces an intractable problem. Gellan made his fortune through an impressive textile and lumber export business. When Dugang was a sleepy backwater, he could operate with impunity with no competition. Now that Dugang has attracted attention from the outside world, he sees business growing more difficult and less profitable due to increased competition.
Because Gellan is the wealthiest man in town, he garners a great deal of popular support from the many feasts, entertainments, and other diversions he supports with expenditures and donations. He pretends to care little for the daily functions of the council, defaulting to throw his support behind Eda’s position.
His family and the Calenden family have a long history together, though they don't always agree, they earned their fortunes near the same time and have elevated the wealth of Dugang. Many say it was because of the Primewater family that Kitsune was even interested in claiming the city under their banner.
He has a respect for house Valithor, and will on occasion lend his aid by assisting in the foreign hospitality done at the embassy. Showing that atleast from Gellan's point of view, traditionalists might want less from the Dynasty, but they are still willing to show that proper Elven hospitality when appropriate.
Gellan recently had a scare on board his cruise ship the Primewater Pleasure. Being framed for murder motivated him to reveal some incriminating truths about himself to a group of heroes who were acting investigators. One of those truths was that he has been involved in smuggling activity on the side, and has kept the Dugang local traditions as a way to counteract the high tax from the Loyalists and the Dynasty, much of his riches came from this smuggling business. While not aligned to the Scarlet Brotherhood, he has "converted" some pirates to his cause. Whether Gellan learned his lesson or not with this double life only time will tell.
