Belor Hemlock, was a deputy at the time when the serial murderer Chopper terrorized the streets of Sandpoint, and he is largely considered to be the man that brought Chopper to justice. He then succeeded Casp Avertin as Sandpoint's sheriff and continues to hold that position for the past 5 years.
Since the time of the Late Unpleasantness , Sandpoint has been quiet under Belor's Watchful eye. He has proven to be stern and efficient in handling any drunks, thugs or minor criminals.
Originally a member of the Shriikirri-Quah tribe of the Shoanti, Belor abandoned his heritage when he took on the role of sheriff, changing his last name from the Shoanti "Viskalai" to its Taldane translation of "Hemlock", much to the dismay of his brother Garridan owner of the Whit Deer tavern.

A character with a Knowledge(Local) +5 or more knows that Hemlock is romantically involved with Kaye Tesarani, the proprietor of The Pixie's Kitten, Sandpoint's local brothel. Although this is not public knowledge, it is not as secret an affair as either would like and has further strained the sheriff's relationships with the more conservative and traditional families in town
