If an agent of chaos is to survive, ironically enough they must follow a strict set of rules.
1. never commit crimes yourself
2. never use your name, always use the name people expect to hear.
3. never force ideas on people, always let them come to their natural conclusions.
4. always take sides with the winning side, but be ready to abandon ship if they start loosing.
5. never forget you are alone, always remember your role is necessary.
These are the rules that Walter had lived by for years now. sowing seeds of discontent, chaos, conflict, and hurt across the land. These rules were written by him, for him. every place he touched experienced tragedy as he performed the role that was given to him. to cull the weak and strengthen the strong. this was never done in open conflict, but instead by creating a demand for conflict. if the right secrets bled into public there might be political unrest, add onto that a shortage of food as goblin tribs suddenly knew how to sneak past sentries. And what if to add to this there was a surplus of weaponry as merchants had been tipped off that the region would purchase weapons at 120% market value. these are the ingredients that start the simplest wars.
A simple war for simple folks. however, the region that Walter had found himself in was extremely stable. roving bandits were taken care of took quickly, and goblins were pushed out of rading range. after over 7 months of pressing all the right keys and stirring the population to the boiling point... there was no war. a riot or two was all he had to show for it. recently with the influx of trade and new money even the age-old problems of hunger and greed where being suppressed. this left only one thing for the war happy hobbit to do; move on.
this region was just too stable. to happy, and to strong. so there was nothing more for him to do here but bid adue to the sweet hills and bright sun and go to a darker and more dangerous area. the job he took may have seemed uncharacteristic for an agent of chaos; a job to provide a safe trading station in the Underdark. however, what is stability to one creature is chaos for another. this group looks somewhat usefull. the muscle team seems like they would be good at stirring up the locals. So off he went into the deep tunnels to create a stronger world and a brighter tomorrow, by creating suffering today.
