Flasher's Fancy Finery

Armor : The user wearing the finery can change the color, quality, material appearance, and style of this cloak. Despite changing appearances, the weight and material of the cloak remains unchanged. The garment must remain a garment and can not change into any other article of clothing. In addition once a day you can open the garment causing a blinding flash of light to radiate out to 30ft. Any creature within 30ft that can see you must make a DC 15 Con save or be blinded for 1 minute. The creature may make a save at the end of each of their turns. Varies
