Eastern Nomads
Far to the east, beyond the lakes and rivers that dominate Lakeland, great plains stretch for more than a thousand miles east of the Chelee River.
The Eastern Nomads are not a single group, but a collection of numerous clans and tribes that roam the great plains of the east. All residents of the great plains are nomadic, following the herds in their stately migration across the immense grasslands. While most plains peoples never leave the great plains, they are always willing to trade withoutlanders, and are shrewd negotiators. Because of their love of trade, many within the clans pushed to establish a permanent place to organize it. However, tribal law forbids the building of any permanent settlement on the great plains. A single concession was made, after much outcry from the people, to create a city known as The Exchange on the western edge of their territory, across the river from the plains near one of the few safe crossing places on the Chelee River.
Life among the clans centers around the clans livestock, each clan following their herds as they roam the plains. It was this, in part, that led to the law forbidding construction on the plains themselves, as, in order to prevent in-fighting, the clans declared that the lands belong to the herds, not the people. The people's role is to protect and defend the herds and their lands, and in return they are supported by the herd. If multiple herds decide the graze the same lands, the clans allow them to do as they wish, knowing that in time, they will migrate to a new location. In this way, the clans have more or less managed to maintain a peace across the plains since the defeat of First Dragmar Horde.
