The Khara Council
The Khara Council was established in the tenth generation after the Ankhana's arrival to Duende. The early settlers were too few in number to need much in the way of organized governance, but the bounty of the Zhad'hinal river and the protection afforded by the Citadel fueled a population explosion that soon needed more organization. The first generations had devoted themselves to turning the citadel into a proper home for their people and securing and settling the flood plains that lay just beyond the north face of the towering stone city. As the Ankhana expanded out from the Citadel, a new system was needed to maintain and organize the massive reclamation project that they had taken upon themselves.
Each new settlement was established with a Doma, and each Doma was assigned both a territory to pacify and reclaim as well as a production mandate. Over the centuries, these specialized Doma became the great families, and the heads of these families became the first members of the Khara Council. The council handles the day to day governance of the kingdom and oversees the Bett Al-Tafland the Ekchav Al-asra.
