Crimson Scarves

A viscous street gang that controls much of the slums in Phlan. The Crimson Scarves specializes in fencing, racketeering , protection within the district. They pay a cut of their profits to the Welcomers to avoid confrontation.
The Crimson Scarves are led by a young street tough named Chez. He makes sure that his power is reinforced with unadulterated application of murder, assault and intimidation.
