Handkerchiefs

In a place dominated by crime, the Handkerchiefs are at the top of the criminal hierarchy. They are the closest that Patchworks has to traditional organized crime. Although there is no evidence for it, it is assumed that the organization is the local offshoot of a larger criminal syndicate from Corp Systems.
Their members are easily recognized by being very well-dressed and commonly wearing suits or other formal attire.
