Blood Reacher

Another favorite of Psi Stalkers, the Blood Reacher allows a psi stalker to reach out and touch somebody.

Mechanics & Inner Workings

On a successful hit, even if it does not cause a wound, it will cause Unstoppable Bleeding (only on creatures capable of bleeding, of course).

In addition to causing the target to bleed, the whip also drains the target of psychic energy the same as the PPE Vampire spell, but only if a bleed effect was caused by the attack. This can occur repeatedly, but must first be charged by expending 2 PPE of the welder's own power. Thereafter, every subsequent power point drain consumes 2 points of the drained power to power the weapon for further attacks.

Significance

While the whip is itself unable to penetrate armor, if it hits exposed skin, it is capable of both causing the target to bleed and simultaneously draining PPE for the wielder equivalent to the PPE Vampire spell just like Vampire Claw.

Rarity

Rare.  Less than a hundred of these whips have ever been made.  Throughout the the manufacturing run, different leathers, conductors and other materials wereused in their construction.  Only material combinations that produced the desired effects were ever put on the market.
