Dhaar
At the tip of the world lies Dhaar, a desolate and harsh landscape surrounds the city seeming entirely insufficient to support its population. Gentle waves and a large seafront means easy trade in peaceful times, 6'3"and its remote location means it can still trade some while at war. The harsh climate breeds harsh warriors, there's no wall to defend the city so it relies mostly on the strength of its citizens. Underwater mining draws the strongest mages and enchanters to the city. There is lots of wealth in the freezing sea around the city,

Money comes in through people diving and bringing up valuable nodes growing on the seafloor. Metalworkers process these into raw metal, which is mostly shipped out, but a few workers in the city use it.
Lot's of the population works as mercenaries, but they have a name as being brutal (but not evil). They are normally soldiers trained and raised in the city, but there are more than the city normally needs. Many have been conscripted or volunteered for the army.

Divers have a guild. There's a branch of the artisans guild, but mostly to work through supply chain logistics with the smelters.
Architecture
Curved roofes (Japanese style) and thick stone walls. Lots of lampposts lighting broad streets permanently filled with snow. Buildings are low to the ground and cluster tightly in pods.

Good ports and minerals in water.
