Adalay (Ad-a-lay)
The Kingdom of Adalay is one of only two kingdoms with an elective monarchy. When a ruler dies, the 30 Castellans of the land will meet and elect a new ruler, they can vote for any noble. Queen Theresa Easom came to power in such a vote having influenced all the right people. Theresa is also a talented demonologist and many suspect that she may have made deals with devils to get elected as Queen.
Since lesser devils are common in Adalay, the trading of souls through soul binding contracts are quite common, usually, this is used to circumvent a law or tax. You can be tax-exempt for life if you pay your soul. The souls collected in contracts like these are bound to the holder of the contract, so the contracts can be sold or traded to whichever Devil wants them for their Patron God.
Most commonly these contracts are traded for valuable materials which can only be found on the Realm of Hell itself, such as Soulsteel, the Soulsteel is then forged into weapons and sold at a premium to surrounding nations, especially the Knights of Purity who use them to hunt ghosts. The Knights either do not know where the swords come from or pretend not to.
