This is the capital city, much of the Moon-Touched population lives and most of those make up the wealthy classes in the city. The city is ruled quite directly by the queen who puts very high taxes on anyone wanting to live within the walls. The cities Tax collectors and administrators are Imps, if you cannot pay, you can go to jail or give over your soul as a lifelong tax exemption.
