Beguiling Gaze is a ritual known to Bracaran kobold tribes, particularly the Wooded Bend Tribe.
Fate Mechanics

Beguiling Gaze. Damira may spend a corresponding ritual boost to cause her eyes to glitter with a strange intensity, causing a target making eye contact with her to become Hypnotized (with a free invoke). Provided it makes sense in the fiction, this can be done by Damira in addition to another action. Ritual boosts are created by Creating an Advantage with Evoke, DC 4.

Effect

The targeted dragon's eyes sparkle and gleam, hypnotizing a target making eye contact with her. As with most kobold rituals, the dragon is identified by a certain engraved crest on their scales.
