Banking guild
Elves are banned from owning land in the unity kingdoms and equally not subject to church law.
To circumnavigate this the high elves of ruven established guilds to own land on their account, and began trading grain instead of farming it.
These guilds began to sprout up all over the land, loaning money to ambitious lords for high interest.
The Human kingdoms soon began to depend on the banking guilds, for whenever money needed to be transported safely over vast distances for say, a crusade, A lord could go to the guild, hand over all the money they thought they might need and the guild would ensure that that wealth would make its way to its destination… for a small fee of course. And should the lord run out of money on his costly excursion, they could allows borrow the money they need from that same guild.
The business of banking is a dangerous one, the hoarding of wealth by elves is not a popular notion and neither is the idea of paying them more money than they gave you. To this end the banking guild own many strong fortifications throughout the land protected by the mysterious Crimson guard,

the wealthiest memeber of the bank runs the organisation, led by ten of the next wealthiest. decisions pass with a majority vote, with the CMA dictating the agenda and having a Vito on vote results.

History
the high elves once ruled a mighty empire from the heart of the known world in Ruven, with the great cataclysm most of the elves were killed and those who remained had to piece their lives together from the ruins of the past.
the high elves of Ruven overwhelmingly outnumbered by former slaves they fled into the swamps of the eastern boarderd of Ruven,
the city of masks was the settlment they built here. and once the dust had settled, the banking guilds spread out into the world form this city
