Every Vice for a Price
Founded as a point to safely transport goods across the river, Ferry has developed into a way stop town, a place for travelers to stay while passing between the north and south. Gambling, restaurants, entertainment, and shopping are all well known reasons to visit. For those in the know, there's also other "associates" in Ferry who are known to "procure" any "desires" their "friends" may "want", if you catch my drift.

Captain Morgan "Business" Bell leads the town guards, who are supplied by The Greenfangs based in Snakehead Keep. Historically, Ferry was patrolled by the 3rd Capellian Legion and went unprotected after their desolation for decades.
Ferry has an interesting relationship with the law; unlike most of Capellia, the concept of legality is not greatly revered in Ferry. This has led to much laxer enforcement of the laws. In fact, thieves and guards work together in Ferry, and you can get away with just about anything with a big enough bribe. That being said, appearances must be kept up, and blatant or obvious crimes can not be tolerated.
The crime rate in Ferry is relatively high.

Ferry is a place that master thieves know they can make home; with the laxest guards in all of Capellia and scores of gullible, wealthy tourists, Ferry is an absolute paradise for pickpockets. Sem de Windt, the halfling leader of the FOI, makes it his business to ensure that this sweet situation continues perpetually.

Tourism
Tourism is the backbone of the Ferryman economy. There is a semiannual festival called the Glutton's Gamble, which is a week long festival celebrating food, drink, drug, music, and just about every vice you can imagine. The locals are welcoming the travelers, but see them primarily for their financial interests.

Architecture
The layout and architecture of Ferry is interesting, with wide open and inviting streets and storefronts, fresh kept and nostalgic, lit with magic infused streetlights. However, the keen eyed will notice just how many dark, twisting alleys there are between these idyllic houses. And how many seem to duck into tunnels that burrow into the hill the town is built upon.
