The Council of the Holy Scales is a group of fishermen, dockhands, and clerics that are dedicated to the worship of Mirriam. They are very active in defending the rights of any who work the water, and they are thought of very well by many of the citizens of Avandar.
There are a couple of high-ranking members of the Council that oversee the Giant Seahorse stables and ensure that they are well taken care of. Phyress Seaspray is a Triton of unusual qualities and has made quite a name for himself amongst the Avandarian port. Many members will also travel westward across the ocean as far as they can to determine the safety and success of sailors and fishermen against the trials of the water.
