'Never Again' Speech

In an address to the major nobles and dignitaries of the land Emperor Ezio Rodorian announces the Falaran Empire to be reborn creating a new constitution with several major changes including; the destruction of the post of Grand Vizier, the appointment of a Council of 12 to advise the Emperor and act as regents in case of youth, alterations to the succession law allowing an Emperor to choose his heir not grant it automatically to his eldest son and the consolidation of greater power in a centralized state structure. At the end of the address Emperor Ezio Rodorian promises that Falarin would never again see war on the home front and swearing that "Like warriors of old we will have a shield and a long spear that will strike at any who dare come close."
