Pact of Aarn

The Pact of Aarn was a treaty of unification between the Karaklese Expanse and the Milesian Empire that saw the formation of the Falaran Empire under the rule of Emperor Cassius Rodorian and Grand Vizier Profundis Rax.
The treaty created a decentralised state with power balanced between the Emperor and Grand Vizier with the formation of the Falaran Tathamite Church to act as both a means to control the masses and to act as a check on the power balance.
