Nelvanas

Nelvanas was built by the Elves who fled Ilmora, with assistance from Requiem. It's a city of human materials, made in a way that only elves could construct - intricate stone towers that are connected by walkways. A city of spires. It took well over a decade to finish construction. 
Nelvanas is almost entirely populated by high elves, although originally created by the seared high elves many others have moved into the town, and its population has grown. The high elves brought many of Ilmoras craft with them, and have set up large vineyards for wine creation as well as their magical knowledge.

Nelvanis is run by its mayor, who is elected by the Lord of the Woods.
