Captain-Commander Halvard Falk (a.k.a. Troll-scourge)
Captain-Commander Halvard Falk is a member of both The Providence Council of Tribal Affairs and the Conglomerate Command - making him one of the most powerful figures in Providence. Many question his validity and right to rule in both positions of power and claim he committed election-fraud and bribery amongst the electorate. In the months after his daughter's disappearance, he has managed to solidify his position by enacting martial law, arresting and detaining opposition members, and taking complete control over the civilian and military branches of the Conglomerate.
History
Halvard Falk rose to political prominence on the coattails of the great Troll uprising, managing to turn the great horde in a brutal and bloody campaign. Beloved by his soldiers and almost revered by the inhabitants of the villages he saved from the onslaught of the Trolls, none of the tribal chieftains dared challenge the charismatic leader's violation of conglomerate militia rules, that strictly limited the size of any standing army. Using his popularity and direct access to a standing army of veterans, Halvar proved to be both a brilliant politician as well as a tactician in the years after the bloody troll revolt.
Recent History
In the years since, Halvard has been elected to the council of tribal affairs while retaining his position as military leader. Despite growing protests against the erosion of these institutes separation of powers, Halvard managed to keep a tight grip on both for years before he was almost ousted by an earthborn druid backed coup. Only due to the intervention of the
Fellowship of the desert star and his daughter
Helene Falk was he able to escape with his life.
