Government
While the city itself is governed by a mayor, the prefect of the Island of Kebroka plays a large part in the desicions made in it. Their power is kept in check by the High Table, made up of 23 members of the city's noble houses who also govern the city districts. All positions are heredetary.
Additionally, the Empress frequently visits Kebroka and regularly interferes in the local government. The island being a district and not a province means that she has free reign to overrule anything the prefect, mayor or The High Table have decided.

History
Used to be a large city built by a now unknown pre-Fire civilization, but was almost completly destroyed. In the decades following the Fire people once again started settling in the area and it became a small city state relying on trade. Kebroka was partly destroyed when the Kingdom of Hokka conquered the island in the 4th century. After that it remained an insignificant trading city, until the early 6th century when the local Tandofir family secured the throne of Hokka for themselves, making Kebroka City the Kingdom's capital. From there on out, the city has been steadily growing its wealth and influence, even after losing its status as capital in 669 to Resal.

Ashen Roofs
Merchant quarter whose roofs were covered by ash during a volcanic eruption in the 7th century. Rich merchants have since embraced this look by purposely colouring their roofs black, making the quarter stick out form afar.Crystal City
Artisan quarter, mostly filled with glass blowers, jewelers and blacksmiths. Because of the high risk of fire it is situated outside the city walls.Storm Alley

Large area outside the city where less wealthy merchants, traveling entertainers and applicants for citizenship have set up shop. It always grows until it eventually starts spilling into the other neighbourhoods. If this point is reached the city watch usually tears it down.Green Courts
