The Creation of Uendar
Dr. Dokuesi is the Haendorian scientist mainly responsible with the creation of the material Uendar. During the days leading up to the experiment leading to the creation of uendar, She made a digital recording to document her concerns and thoughts on the experiment. Due to her reference of the... questionable safety of the experiment, there was much debate as to whether or not it should be made publicly available; however, due to its universal importance, it was published after its recovery. (It's not actually really important I would just prefer you read it)

Dr. Dokuesi made this series of recordings in order to document her findings in atom-building.

The finders of this recording had quite the dilemma on their hands, for the mistakes of Dr. Dokuesi are surely not to be repeated in any circumstances, but with this recording, one could easily figure out how to replicate the experiment. Therefore, six copies of the transcripts were published and given to the safehouses of the six largest cities to keep. The results of the experiment and the fact that a particle accelerator were used was covered on worldwide news. If one wishes to experiment with atom fission or subatomic particle reassemblage and they can prove that they have the means to do it, they are required to read a copy of Dr. Dokuesi's findings and to not share it with anyone. Though this process surely has many flaws, it was the best they could do.

Background
After Dr. Dokuesi graduated from university, she led extensive research and planning into the areas of atom fission and fusion. Her crowning project was to make a particle accelerator and to mechanically build new atoms. It took her months to make the plan for the accelerator, but every calculation was precise and exact; however, only after the making of these plans did she realize that something of this magnitude was far beyond her or the Institute's financial power. After a small period of disappointment, she worked even harder. Everyone thought she had recovered and was doing well, but that is truly when her mind broke. However, because her attempt at a coping mechanism was to ignore her lust for her accelerator, nobody noticed until too late.

Aftermath
Due to Dr. Dokuesi's madness, the particle accelerator imploded along with the surrounding facility of nearly a kilometer-wide radius, as well as a power surge ten times the area that knocked all power out within it's range. Thanks to the sorcerer Lord Indus' quick thinking, the other scientists present in the lab were saved; however, Dr. Dokuesi perished. It was thought that everything had imploded into a (mercifully temporary) black hole. However, once investigated, at the center of the crater was found a sphere of Moonsilver no bigger than a nut. The tiny sphere was relocated to a Uendronei facility for study and magical protection. Within the small space Lord Indus could protect was also found the recording. Here, we can see how Dr. Dokuesi's disregard of magic and thirst for knowledge turned into dangerous ignorance and voracious greed. The reason for Dr. Dokuesi's sudden madness is still unknown; perhaps she was never truly sane in the first place. Nice. The only real issue I can see here is managing to make this insane advancement in 5 days but then again there's always got to be some leniency with fiction for the sake of there generally always being some background things within this world that we don't see affecting things and, of course, the fact that it's fiction with largely entertainment-based purposes. Plus of course Dokuesi being a mad genius is probably part of the point. Okay well I guess I debunked my only complaint...

I guess I never really emphasized that Dr. Dokuesi had been planning this for a long time, so she already had all the plans, just not the funding (I'm going to add that part right after this). Also, as you said, it was really stupid not to do more tests and planning for after the atoms broke apart, and that's why the experiment didn't work.
