Mallowhurst
The seat of power in the whole region, Mallowhurst serves as the epicenter of all commerce and travel. Mallowhurst’s authority has been decaying in recent years, in part due to poor leadership, social unrest, and accumulating debt. Crime has flourished recently, with town and city guard alike going unpaid for months at a time, many are more than willing to turn the other cheek. At worst, some “lawmen” are allying with criminal organizations. Insurgencies and rebel movements are gaining traction, as Elvorix III’s successor, Pavo I, prefers whoring and partying than leadership. Many see this as the beginning of the end for a once-proud Empire.

Military
The guards in Mallowhurst are referred to as "Empirions", and are essentially an auxiliary of the formal military. They dress in similar attire and are organized in much the same way, with basic training occurring with military units, and advanced training happening in larger cities under Empirical units. In more rural areas of the empire, Empirions are much more informal, often serving as communal militias, but still reporting to a greater martial authority.
