Derumen

The hidden governor of Amble and one of Leokampe's most outspoken critics on his own side. She's known to be a wise and compassionate leader, if a little slow to act, and some believe she'll be the one to end the Duumvirate War. She doesn't appear in person, since there have been threats on her life from the moment she came to power. But she has a wall of devoted orators who speak on her behalf, and she demonstrates a kind of telepathy, speaking directly to ambassadors when they think they're still waiting for her to arrive.
She isn't a deity, but many believe that she represents some vast, incomprehensible power from another plane. The notary Accipiter Gilbout even claims to be a warlock of Derumen. In a few artists' portrayals, Derumen is a dwarf in a silver mask, her long arms outstretched and her hair in a wild cloud, haloed in vivid blue eyes, horns full of food and wineskins, and laurels of thistles and dandelions. This image is sometimes sketched in Ornity's more troubled districts, as a symbol of defiance.
Developments - Act II

It's true that she comes from another plane, but she isn't a godlike force as some people hope. In fact, Derumen is a normal otyugh. She may be in over her head, but she refuses to stay underground and remains dedicated to her cause.
