Councilor Cesar Za'id

Cesar has a very low public profile. He is extremely wealthy and a great philanthropist but is rarely seen out and about, himself. He is known for paying for the educations of complete strangers, paying to keep schools and hospitals open when they'd normally close, funding expeditions into the unexplored territories of Aheila, and even adopting urchins off the street. Other than being rich, he has an impressive collection of rare books and artifacts which he has acquired over his travels and now donates to museums and libraries across @Kai.
He joined The Council twenty-three years ago and has since taken the roll of a moderator, turning all the debate and hypotheticals into practical policy. If he has an agenda of his own for the country, he play it very close to the vest.

Physical Description

General Physical Condition

Ceasar is stately and well-groomed, if a bit old-fashioned, but there is something about him that many find intimidating. When he smiles, it seems almost predatory, often putting people off as much as it draws them in. He wears dark, heavy clothes regardless of the weather. Though he claims to be a scholar, when he moves it is with the effortless grace of a swordsman, and his hands bear callouses that indicate he did not always live a life of comfort.

Personal history

Very little is known about Cesar's history. Thirty-five years ago he arrived in Yahven and bought himself a manor on the outskirts of the city. With no explanation or real introduction, he began donating to his various, charitable causes with a seemingly never-ending pool of money. He hosts a couple parties a year but other than the children he's adopted has made no close friends in the city. Twenty-two years ago, he was elected as a member of The Council, which he accepted without pomp or circumstance.

Education

It is clear Cesar is well educated, he is well-spoken and knowledgeable on a number of subjects, but no one knows what schools he attended, or even if he was taught in a school.

Other than being a clear philanthropist, Ceasar has made a careful point of not taking a strong position on matters with The Council.

Motivation

Ceasar's main motivation seems to be to keep his privacy, and everything he does is to further that end, except for his habit of taking stray orphans into his home. He reportedly wants nothing else but to live out his days in peace and quiet.

Ceasar's greatest virtue is his philanthropic streak, which has helped hundreds in Yavhen and across Kaisu. He is a perfect gentleman and has no temper to speak of.
