Free Cities of Axapotlan

The Free Cities of Axapotlan are home to a number of city-states, each operating independently of each other except when their lands are encroached upon. They have no overarching governing body, but the heads of each city-state do occasionally meet to discuss treaties and trade. While they do not have an official name, they are sometimes colloquially referred to as the "Council of Kings."
