Casian Theocracy

Located in the country of the Casian Theocracy, Horora is a city composed of five districts. Each district is run by a different family and comprises the export/offering of a different service. There is no law in this land other than that which is upheld by the families and although not currently at war, there is turmoil boiling within the depths of the city.

Geography

The city comprises 5 different districts, each with its own factions and gangs that uphold the laws placed by the families. Any member can freely walk in another district but they may find themselves at the wrong end of a weapon, should they wander too far.
The districts each contain several shops, strongholds, and clubs run by each family to represent their own culture, there are as follows;

Black Market Store which contains their own production and sales of anything they have acquired.

Fortress to house the key members of the families.

Social Club to meet clients and host galas.

Slums in the underside of the cities are home to those who wished to do the families harm or came under hard times during the rise of the criminals in this place.

History

Once a thriving home for any who wished to pursue a path of invention and curiosity, this land was quickly taken over by a crime lord known simply as 'The Fallen One'. After funnelling his ill gotten gains through the town
