The Imperium

The greatest empire in the country of Athrion.

The Origin

At the end of the Age of Chaos, the country of Athrion wanted stability. They wanted to make sure that the great noble families held peace, that a war as intense and life-consuming as the Blood War would never happen again. So, with the Great Alliance of Five, and the begrudging agreement of House Tavner, Godrick Caliban I created the Imperial Decree, a pact that would allow all six human noble houses to rule one great empire together on a council of their rulers in a process called the Transference.   The Imperial Decree was signed in modern-day Lumengate, which would henceforth be known as the capital of the Imperium. And while the monarch takes responsibility of handling Lumengate, each other ruler cycles through ruling the five other main cities founded by the noble houses before the Blood War that were annexed into the Imperium. Minor annexed villages are ruled by permanent families that can trace their lineage back to one of the six noble houses.

The Transference

When the Imperial Decree was signed, Godrick Caliban I became the first King of the Imperium. But he would not rule for long. In the Imperial Decree, he created a process known as the Transference: Starting with House Caliban, and ending with House Tavner, each house's ruler would take the title of Monarch for a period of 9 years. After that period is over, House Caliban would pass the title to the next House to rule for their 9 year period. After the other five houses have ruled, House Caliban would reclaim the title for the next 9 years, and the cycle would repeat. The current monarch becomes the face of the Imperium, making speeches and the like.

The Council of Houses

The monarch of the Imperium does not rule alone. In fact, the title of monarch holds very little power in the actual ruling system of the Imperium. Each noble house has one seat on the Council of Houses, who convene to discuss and resolve issues in the Imperium. The only power the monarch at the time holds is a more powerful vote, worth two votes as opposed to the single vote of every other member, and a seat at the head of the table.
The Foundation of the Imperium by King Godrick Caliban I moved the world from the Age of Chaos into the Age of Arcanum.
