Omu
The only known Shahmaran city and heart of their fallen empire. Situated deep within the coastal rainforest of Parsa, it is unknown to the world at large. The city currently holds approximately 1000 Shahmaran of various forms, but the city was originally built for 100,000.
Shahmaran set up their cities and dwellings as concentric circles, with "slither-holes" in them that they can snake around through. Shahmaran space is intensely irrigated and consistently heated, probably through hot springs, thermal vents, or other natural sources. Every upper class living space has access to a hot bathing pool, which allows residents to wash themselves, warm themselves without basking, and also evaporates water to maintain level of indoor humidity. Middle class buildings have warm pools supplied by tunneled pipes, or partially covered aqueducts, or open canals. The lowest classes get water at the bottom of the aqueduct or whatever, furthest from the heated source, and the only way to keep it warm is to feed it into communal baths.

Government
Ras Nsi, a Yuan-ti abomination, was 50 years ago transformed into an Anathema and uttered a command that it was time for Yuan-ti to reclaim their place as the rulers of the world. This coincided with the Great Thaw, and Yuan-ti see this as a great omen that Ras Nsi's mission is ordained by Dendar herself. He ordered Yuan-ti of outlying settlements to capture what slaves they could and return to Omu. Fenthaza, a Yuan-ti Malison, is second in power only to Ras Nsi and serves as the temple's high priest. As one of Dendar's "nightmare speakers," she interprets the dream visions of the serpent god and pleases her with torture and sacrifice. Now her visions portend ascension at Ras Nsi's hands, and she actively plots against him. Her dreams have revealed a treasure called the Black Opal Crown, hidden deep within the Tomb of the Nine Gods. She's convinced that the crown is the key to unleashing Dendar the Night Serpent.
