The Negotiator is in charge of vetting people who wish to join the syndicate. They also handle the more subtle forms of acquiring power through political clients, insider trading, and anything else that requires a charismatic person who is quite adept at pulling the truth from people and understanding how to get what she or the syndicate needs from different kinds of people.
