Kostayan Theocracy

The Kostayan Theocracy is more akin to a large group of bellicose monks that are devotees of Uther, the god of war. Not much is known about their deeper inner administration since it's so informal. Visitors don't usually stay for long since they monks don't prefer outsiders. Kostayans found their origins in the basement of a local temple, where they expanded their influence and took over the county. From there they took over the province and have continued to expand within the Despotate of Enaria. They have frequently warred with Enaria these last three hundred years. They believe that they can best honor their god by fighting in his name. They are led by High Abbot, Mereth Knoll.
