Rowen Ashe was one of the The Dread King's generals when he returned and dominated Alturis for three years. 
A known sadist, Rowen took special joy in acting like a judge, staging mock trials for prisoners of war and, with crazed glee, declaring them guilty and always used the same punishment: He would use enchantment to make the 'accused' kill their friends and families before Rowen would kill the accused himself. 
There is no record of a time that Rowen wasn't a vampire and, as a result, his exact age could not be guessed. Human in appearance but with small horns and elven ears... many years went before people realised Rowen was a tiefling. 
He is known by Persicorum for the following reasons:

• Fen claims Rowen was the one who murdered his father and he wishes to find Rowen and kill the tiefling in the layer of the Lady of Pain where Rowen receives punishment. 
• The party are aware that when Rowen was killed by Drahz Grymhook he was sent to the Lady of Pain's realm to be punished for his misdeeds, he is still serving his punishment 75 years later. 

Physical Description

General Physical Condition

Rowen is not built to be a berserk fighter but wears plate armour despite his small form... mainly due to the increase in his strength gained by his nature as a vampire. 
He is graceful and toned in build though has a lazy gait and does not have good posture.

Body Features

He sports a large, hellish scar diagonally across his torso from the blade strike Drahz delivered that sent the tiefling hurling through hell.

Rowen is a very VERY skilled mage and often infuses his magic (particularly illusion and enchantment) with the inherently magical nature of his vampirism.
